Education and Training Vouchers - Human Services Department - Family Resources Unit
 Education and training assistance for adolescents who were in foster care.
Emergency Communications, Alerting, and Warning - Emergency Services
 Manages Joint Dispatch Center (JDC) in directing response agencies during a disaster or emergency. Oversees the capability and procedures to alert public officials, response personnel, and the public when an emergency exists.
Emergency Assistance - Human Services Department - Economic Support Services at the Job Center
 Emergency Assistance is available to families with minor children who are facing loss of housing due to fire, flood, natural disaster, energy crisis or homelessness.
Emergency Operations Planning - Emergency Services
 Develops and maintains emergency operations procedures appropriate to local hazards and resources.
Estates and Trusts - General - Register in Probate
 Assist attorneys and the public with probate procedures, without providing legal advice. Audit and approve/disapprove estate and trust inventories and accountings, both annual and final. Review all documents prior to filing, rejecting any which are not complete. Collect appropriate filing fees. Appoint Guardian ad Litem when required.
Emergency Public Information, Training, Education - Emergency Services
 Distributes information on hazards relevant to Manitowoc County in non-emergency and emergency situations. Trains public officials, emergency response personnel, and the public on hazards, protective measures, and emergency management concepts and skills.

Elections - County Clerks Office
 The County Clerk's Office provides election totals for county, state, and federal elections on election night and maintains numerous election records on file. The County Clerk also advises municipal clerks on procedures for conducting a canvass, recounts, and recall elections. We also maintain the current Government Accountability Board Forms and Ballot Access Instruction Manual. The Office assists residents of the County on the location of their polling place so they can vote. See Forms/Documents for candidate registration information.
Evacuation and Shelter - Emergency Services
 Works with law enforcement and/or fire when evacuation of the population is ordered in an emergency. Works with Red Cross to provide temporary shelter and other life-support to displaced persons in an emergency.
Elder Abuse & Prevention - Aging and Disability Resource Center
 Serves as the lead elder abuse agency in reporting of abuse of individuals age 60 and older.
Equipment Inventory - Information Systems
 I.S. is responsible for keeping a current inventory of all computer-related equipment, software, and software licenses for all County Departments.
Elderly Benefit Specialist - Aging and Disability Resource Center
 Provides public benefits counseling, assistance with Medicare bills, secondary insurance, homestead tax preparation and fuel assistance for individuals age 60 and older, and coordinates the volunteer attorney program.
Emergency Medical Dispatch (EMD) - Emergency Services - Joint Dispatch Center
 JDC Dispatchers are certified to use the NAED method in assisting 911 callers with emergency medical emergencies.
Enhanced 911 - Emergency Services - Joint Dispatch Center
 We provide enhanced 911 service to Manitowoc County. This service supplies dispatchers with the name, address, phone number and emergency service provider for the address.

Employee Parking Permits - Public Works
 Distributes Parking permits for employees in the downtown area. Locations of the parking areas for employees can be obtained from the Public Works Department office.
Expo Center - Public Works
 The Expo Center host a number of events including flea markets, bingo, horse shows and the county fair. They also offer event hosting, camping and winter storage. Follow this link to the Manitowoc County Expo.
